1/27/2021, 1:50 PM, UPDATE: Microsoft is still working on a resolution, but some find they are able to access their email. Expect intermittent issues that include slow performance and error messages until the issue is completely resolved.

1/27/2021, 1:15 PM: Microsoft is investigating an issue that is preventing some Outlook email clients from connecting to the service. The issue appears to affect the Outlook client as well as the web app.
